Following state bifurcation in 2014, Andhra Pradesh stands as India’s seventh-largest state, encompassing 162,975 sq. km with a 2011 Census population of 4.95 crore (projected over 5.3 crore in 2024). The state features a 974 km coastline—the second-longest in India—alongside the fertile deltas of the Krishna and Godavari rivers. However, Andhra Pradesh faces distinct structural vulnerabilities: severe exposure to coastal cyclones and flooding, chronic drought across the Rayalaseema uplands, and high concentration of tribal populations along the Eastern Ghats belt (Alluri Sitharama Raju, Parvathipuram Manyam, and Visakhapatnam districts). Governance Architecture & Policy Framework

The Government of Andhra Pradesh has aligned its administrative and socio-economic strategy around the Swarna Andhra @2047 vision document. This framework is driven by the P4 Model (Public-Private-People Partnership) targeting zero poverty across all mandals.

Conclusion

The Andhra Pradesh Budget 2026-27 signals a structured transformation strategy focused on high-capital infrastructure formation under the Swarna Andhra @2047 framework. By committing a total expenditure of ₹3,32,205 crore across 28 reorganized districts, the policy framework prioritizes capital creation most notably through Amaravati’s urban core, the Polavaram Irrigation Project, deep-tech innovation, and green energy transition while maintaining universal welfare delivery via the Gram/Ward Sachivalayam DBT architecture.
