About the #WebPolicyTalk: Population, Health, and Union Budget 2022-23

At its very basic and in official terminology, the budget is a yearly financial statement of the revenue receipts and expenditure incurred in the previous year as well as the outlays for different areas for the coming year based on past experience as well as expressed needs by the responsible ministry/department or as thought of by the finance ministry itself.

But of late, the budget has also become some sort of a vision document for the country and its economy as it lays out policies and programmes which are long term, spanning over several years. These point to us the emergent priority areas for the country, as reckoned by the government of the day, and consequent planning over several years. Apart from the immediate budget provisions, these are also good areas for analysis.  

Health is an important area in the budget. In the last year’s budget, there were 6 pillars, and Health and Well Being was the very first one of these pillars. And most likely, it is going to be the same case in this year’s budget.    

In that spirit, the panel session will discuss with inputs from all the panelists key take-aways from the budget as seen by them for overall health and in their specialized field, key needs in terms of population and health and whether the budget addresses them, analysis of previous years’ Budget Provisions, and an overall assessment of the budget and suggestions for the way forward.
