Background
Ladakh is a high-altitude union territory in northern India that was created on 31 October 2019, bifurcated from the former state of Jammu and Kashmir after the Jammu and Kashmir Reorganisation Act. Geographically, Ladakh lies between the Karakoram range in the north and the Great Himalaya and Zanskar ranges in the south, with much of the territory sitting above 3,000 meters. It includes the upper Indus River valley, the Nubra, Shyok, Suru, Dras, and Zanskar basins, and features high plains, deep valleys, glaciers, lakes, and passes such as Umling La.
Demographically, Ladakh has a small population, around 300,000, spread mainly across the Leh and Kargil districts. Leh is predominantly Buddhist, while Kargil is mainly Muslim (Al Jazeera, 2020), providing a distinct cultural and religious mix. A large share of the population is tribal, and life in the region is shaped by harsh climate, limited agriculture, tourism, and increasing interest in solar and hydropower potential. It is often described as a “roof of the world” landscape because of its extreme elevation and rugged terrain, and it remains significant for border security, high-altitude ecology, and tourism.
Therefore, this article discusses the department wise budget allocations for India’s most significant union territory which holds critical positions in strategic autonomy, contested borders and energy security.
Department wise budget
Finance Department
Scheme: Union Budget 2026–27 – Ladakh, Launch Year: 1 Feb 2026, Key Details: Overall fiscal management and development expenditure for the Union Territory, including infrastructure, roads, education, power, health, rural development and tourism, Coverage: All departments and development sectors across the Union Territory of Ladakh, Latest Budget: ₹4,869 Cr (total expenditure for Ladakh in 2026–27).
Planning, Development and Monitoring Department
Scheme: Vision 2047 for Ladakh, Launch Year: 2023, Key Details: Long-term development roadmap for transforming Ladakh into a sustainable, self-reliant and economically developed Union Territory by 2047, Coverage: Infrastructure, tourism, energy, environment, agriculture, livelihoods and other key sectors, Latest Budget: ₹4,869 Cr (total expenditure for Ladakh in 2026-27).
General administration Department
Scheme: e-governance initiatives, Launch year: 2015, Key details: RTI governance, Auto-appeal system, Data Monitoring committee, Coverage: Government employees, citizens and administrative departments across the UT of Ladakh, including district and sub-divisional administrations, Budget: 24.18 Cr (No separate scheme allocation budget available).
Home Department
Scheme: Ladakh Cyber Crime Coordination Centre (L4C), and Ladakh Victim Assistance Scheme, Launch year: 2026 and 2022, Key details: Financial compensation, centralised digital fraud investigation centre, Coverage: Individual victims and local business, Budget: 262.42 Cr (total budget allocated for the department and no specific scheme budget allocation available).
Agriculture Department
Scheme: Rashtriya Krishi Vikas Yojana (RKVY) / Krishonnati Yojana, Launch Year: 2007 (RKVY); 2024–25 (Krishonnati Yojana), Key Details: agricultural productivity, farm mechanisation, irrigation efficiency, crop diversification, Coverage: Farmers and agricultural activities across Ladakh, Budget: 98.47 Cr (Total budget for agriculture since the separate scheme budget allocation is not available)
Animal/Sheep Husbandry and Fisheries Department
Scheme: National Livestock Mission (NLM) and Pradhan Mantri Matsya Sampada Yojana (PMMSY), Launch year: 2014 and 2020, Key Details: Entrepreneurship Development & Genetic Improvement, Coverage: Livestock owners and dairy farmers across Ladakh, Budget: 108.4 Cr (Total budget for animal husbandry and fisheries since the separate scheme budget allocation is not available).
School Education Department
Scheme: Samagra Shiksha, Launch year: 2018, Key Details: quality school education, teacher training, Coverage: Government-school students, teachers and schools across Ladakh, Budget: 713.46 Cr (Total budget for general education since the separate scheme budget allocation is not available).
Health Department
Scheme: Ayushman Bharat – PM-JAY, Launch Year: 2018, Key Details: access to secondary and tertiary healthcare, healthcare access to remove population, health infrastructure and service delivery, Coverage: Eligible beneficiaries across Ladakh, Budget: 290.75 Cr (Total budget for medical and health since the separate scheme budget allocation is not available).
Power Development Department
Scheme: Revamped Distribution Sector Scheme (RDSS), Launch Year: 2021, Key Details: improve quality of electricity supply, reduce distribution losses, modernise distribution infrastructure, Coverage: Electricity distribution infrastructure and consumers across Ladakh, Budget: 218.13 Cr (Total budget for power department since the separate scheme budget allocation is not available).
Public Works Department
No distinct schemes implemented. Coverage: Roads and public infrastructure across Ladakh, Budget: 130.32 Cr (Total budget allocated for the department).
Rural Development and Panchayat Raj Department
Scheme: Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), Launch Year: 2005, Key Details: wage employment, durable assets, water conservation, Coverage: Eligible rural households across Ladakh, Budget: 118.29 (Total budget allocated for rural development)
Public Health Engineering and Irrigation and Flood Control (PHE/IFC) Department
Scheme: Jal Shakthi Abhiyan, Integrated Watershed Management, Launch Year: 2019, 2009, Key Details: Water conservation and renovation of water bodies, Coverage: Across Ladakh, Budget: 85.63 Cr (Total budget allocated for irrigation and water conservation since the separate scheme budget allocation is not available).
Industries and Commerce Department
Scheme: Ladakh Industrial Policy 2022–27, Launch Year: 2022, Key Details: Industrial investment, Promote MSMEs and entrepreneurship, Generate local employment, Develop value-added, resource-based industries, Coverage: Entrepreneurs, MSMEs, artisans and industrial enterprises across Ladakh, Budget: ₹22.64 Cr (Total budget allocated under the industrial development).
Forest, Environment and Ecology Department
Scheme: Green Energy Corridor (Phase 2), Green Hydrogen Mobility Project, Launch year: 2023 and 2022, Key Details: solar and wind power grid, sustainable resource use, ecological restoration and afforestation, Coverage: Forests, wildlife, ecosystems and communities across Ladakh, Budget: 23.07 Cr (Total budget under wildlife, environment and conservation as separate scheme budget is not available).
Social and Tribal Welfare Department
Scheme: Pradhan Mantri Jan Vikas Karyakram (PMJVK), Launch Year: 2008–09, Key Details: Socio-economic infrastructure in identified areas, Address development deficits, Coverage: Identified areas and eligible communities in Ladakh. PMJVK projects are currently being reviewed by the UT Administration, Budget: ₹49.68 Cr (Total budget allocated for the department since the individual scheme budget is not available).
Youth Services and Sports Department
Scheme: Khelo India, Launch Year: 2018, Key Details:Sports infrastructure, Youth participation, and providing opportunities, Coverage: Youth, athletes and sports institutions across Ladakh, Budget: ₹42.00 Cr (Total budget allocated for the department).
Labour Department
Coverage: Youth, Workers and Job seekers. Budget: 8.37 Cr. No specific schemes implemented
Civil Aviation Department:
Scheme: UDAN – Regional Connectivity Scheme, Launch Year: 2016, Key Details: Connectivity, tourism and economic activity, Coverage: Regional connectivity of Ladakh, Budget: 22.13 (Budget allocated for the department).
Tourism Department:
Scheme: Ladakh Homestay Policy, Launch Year: 2013, Key Details: 5,000 homestays inside protected areas (managed by the Wildlife Protection Department) and 5,000 outside protected areas (managed by the Tourism Department), Coverage: Jobless families, ex-servicemen, women self-help groups, and new local entrepreneurs with no prior commercial tourism background, Budget: 18.16 Cr (Total budget allocated for the department). The department has also approved ₹58.2563 crore Special Development Package (SDP) outlay for tourism infrastructure projects in 2026–27.
Law and Justice Department
Scheme: Free Legal Aid through Ladakh Legal Services Authority (LLSA), Launch Year: 2020, Key Details: Free legal services, Legal aid clinics, Coverage: Eligible citizens especially weaker and disadvantaged sections, Budget: 17.64 Cr (Total budget allocated for administration of justice).
Excise Department
Scheme: Ladakh Excise Policy 2026-27, Launched on: June 2026, Key Details: Curbing illegal liquor, and smuggling, Coverage: Licensed liquor retailers, consumers and other stakeholders, Budget: 0.89 Cr (Total budget allocated under State Excise).
Tax Department
There are no specific schemes implemented. Key details: tax administration life-cycle of taxpayers under Goods & Services Tax (GST) apart from managing other important acts Motor Spirit and Diesel Oil Act (MST). Budget: 5.69 Cr (Total budget allocated to the department)
Housing and Urban Development Department
Scheme: Atal Mission for Rejuvenation Urban Transformation (AAMRUT 2.0), Pradhan Mantri Awas Yojana – Urban, Pradhan Mantri SVANidhi, National Urban Livelihood Mission, Launch years: 2021, 2015, 2020, and 2013, Key details: Water security, Clean and sustainable livelihood, Infrastructure, Skill training, Digital knowledge, Coverage: General urban citizens and local bodies, Budget: 29.59 Cr (Total budget allocated under housing and urban development).
Culture Department
There are no specific schemes implemented. Key details: Revival, preservation and promotion of Ladakhi folk literature, art, music, dance, and drama, Budget: 12.21 Cr (total budget allocated for the department).
Conclusion
The department-wise analysis of Ladakh’s 2026–27 budget highlights how public expenditure is being aligned with the Union Territory’s distinctive developmental and strategic needs. As a high-altitude, sparsely populated and environmentally fragile region, Ladakh requires substantial public investment in connectivity, infrastructure, water, energy, agriculture, tourism, health and human development.
At the same time, its location along India’s sensitive northern borders gives expenditure on roads, connectivity, communications and essential infrastructure a wider strategic and national-security significance. Overall, Ladakh’s budget can be viewed as a balance between developmental inclusion and strategic preparedness. Effective utilisation of departmental allocations, particularly in infrastructure and basic services, will be crucial for ensuring sustainable development, strengthening local livelihoods and enhancing the UT’s long-term resilience while preserving its fragile ecological and strategic landscape.
