Background
Haryana occupies an important position in India’s economic and administrative landscape, combining a predominantly agrarian economy with substantial industrial, manufacturing and services activity, particularly owing to its proximity to the National Capital Region. Haryana’s proximity to the NCR, particularly the Gurugram–Manesar belt, has strengthened its industrial, IT and services economy, attracting major investments and multinational firms. At the same time, water-intensive paddy cultivation contributes to groundwater depletion, while post-harvest stubble burning adds to NCR air pollution, making agricultural diversification and environmental management interconnected policy priorities.
The state has also emerged as an important centre for automobile manufacturing, information technology, logistics, sports and emerging technologies. At the same time, Haryana faces a number of interconnected policy challenges, including groundwater depletion, agricultural diversification, environmental pollution, uneven urbanisation, employment generation, human-capital development and the effective delivery of social-security programmes.
The Haryana Budget 2026–27 seeks to address these challenges while consolidating the states existing welfare and development architecture. Presented on 2 March 2026, the Budget has an overall outlay of approximately ₹2.23–2.24 lakh crore, with the state’s Gross State Domestic Product (GSDP) projected at approximately ₹15.18 lakh crore. The fiscal deficit has been budgeted at around 2.7 percent of GSDP.
The expenditure priorities of the state reflect a combination of social welfare, human-capital development, infrastructure and emerging-sector investments. Education, Sports, Arts and Culture receives approximately ₹22,736 crore, while Social Welfare and Nutrition receives ₹20,110 crore. Health and Family Welfare receives around ₹12,840 crore, Agriculture and Allied Activities approximately ₹9,790 crore, Rural Development ₹8,785 crore, Transport ₹8,366 crore, Police ₹7,705 crore, Urban Development ₹6,963 crore, Energy ₹6,860 crore, and Irrigation and Flood Control approximately ₹6,571 crore.
The 2026–27 policy agenda also introduces or strengthens a number of initiatives with longer-term implications. These include the Haryana AI Mission, new measures for agricultural diversification, the Jal Surakshit Haryana initiative, industrial infrastructure funds, the expansion of renewable energy, new women’s welfare interventions, Mission Olympic 2036 and initiatives for urban housing and development.
The present policy update maps these interventions across the 46 departments currently listed on the official Haryana Government directory.

Conclusion
The Haryana Budget 2026–27 reflects three core policy priorities. First, Water–Agriculture: initiatives such as Mera Pani Meri Virasat, crop diversification and Jal Surakshit Haryana indicate a shift towards addressing agricultural productivity alongside groundwater sustainability. Second, Welfare–Women: the ₹6,500 crore allocation for Deen Dayal Lado Lakshmi Yojana, alongside social-security and health interventions, reinforces the state’s focus on income security and women’s welfare. Third, Tech–Green: the Haryana AI Mission, Clean Air Project, renewable-energy initiatives and green-hydrogen measures signal an effort to combine technological transformation with environmental sustainability.
The key challenge remains implementation. Sustained institutional capacity, effective beneficiary targeting, inter-departmental coordination and transparent monitoring will determine whether these financial commitments translate into measurable outcomes.
