1. Background

DBT/Wellcome Trust India Alliance, known as India Alliance, is a key public charity advancing biomedical research in India through fellowships and capacity building. This policy update for IMPRI details its structure and trajectory as of early 2026, building on the prior HFSPO overview. India Alliance emerged as a £160 million equal partnership between the UK’s Wellcome Trust and India’s Department of Biotechnology (DBT) to bolster biomedical excellence. Launched around 2008, it operates as an independent public charitable trust, focusing on nurturing future science leaders amid India’s growing research ecosystem. By 2018, it had awarded over 320 fellowships across 93 institutions, with sustained growth since.

2. Functioning

It funds four fellowship tracks—Early Career, Intermediate, Senior, and a recent addition for clinicians/veterinarians—covering basic biomedical, clinical, and public health research. Applications undergo rigorous peer review by international experts to minimize conflicts, judged within career-stage peer groups for fairness. Outreach includes grants-writing workshops, public engagement, and event support to democratize access.

3. Performance

·Strengthening Biomedical Research Capacity
The India Alliance has significantly strengthened India’s biomedical, clinical, and public health research ecosystem by supporting researchers across career stages through competitive fellowship and grant programmes.

·Career Development of Researchers
Since its inception, the Alliance has funded early-career, intermediate, and senior researchers, enabling them to establish independent research careers and retain scientific talent within India.

·High-Quality and Globally Competitive Research
Research supported by the Alliance has resulted in high-impact publications, international collaborations, and contributions to global scientific knowledge in areas such as infectious diseases, non-communicable diseases, genetics, and public health.

·Institutional Reach and Inclusivity
The programme supports researchers across multiple institutions and cities in India, promoting geographic diversity and inclusion in research funding.

·Transparent and Rigorous Funding Practices
India Alliance follows robust peer-review and evaluation processes, aligned with international best practices, and is a signatory to DORA, promoting responsible research assessment.

·Governance and Financial Excellence
The Alliance has achieved Gold/Platinum certification under the Good Financial Grant Practice (GFGP) Standard, reflecting strong governance, accountability, and transparent grant management.

·Policy and Ecosystem Influence
Beyond funding, the Alliance contributes to improving research culture, funding decision frameworks, and science policy discourse in India.

·Sustained Government and International Support
Continued support from the Department of Biotechnology (Government of India) and the Wellcome Trust (UK) demonstrates confidence in the programme’s long-term impact and sustainability.

·Contribution to National Health Priorities
Research outcomes supported by the Alliance have informed health policy, clinical understanding, and innovation, aligning scientific discovery with India’s public health needs.

4. Impact

The Alliance has elevated India’s biomedical output by retaining talent, fostering high-quality international-standard research, and promoting diversity (e.g., maternity extensions). Active awards span diverse institutions, yielding leaders who enhance national health innovation and global collaborations. Its model has influenced similar initiatives, amplifying DBT’s biotechnology push.

5. Emerging Issues

Challenges include scaling amid rising demand, navigating conflicts in India’s compact research networks via external reviews, and integrating AI/data-driven biomedicine. Gender equity persists as a focus, but broader inclusivity for non-metro institutions and post-pandemic recovery needs attention. Funding stability in volatile global philanthropy landscapes is critical.

6. Way Forward

The various ways to improve the program can be-

Prioritize expanding senior fellowships for mid-career retention, AI-biomed synergies, and pan-India outreach via virtual masterclasses.

Strengthen data-sharing mandates and alumni networks for impact tracking, while partnering with entities like HFSPO for interdisciplinary frontiers.

Advocate sustained DBT-Wellcome commitments to align with India’s 2026 biotech ambitions.
