SAMPADA 2.0: Revolutionizing Property Registration In Madhya Pradesh — 2024 – IMPRI Impact And Policy Research Institute

Background  

Sampada 2.0 is a digital project by the Madhya Pradesh government, created by the Department of Registration and Stamps, to change property governance and registration. It was launched under Chief Minister Mohan Yadav on October 10, 2024, and received the Gold Award in the 2025 National e-Governance Awards from the Department of Administrative Reforms and Public Grievances, Government of India. This made Madhya Pradesh the first state in the country to implement paperless e-registration of documents.

Introduction  

Land records are essential for property rights in a country. They provide legal clarity and reduce disputes and fragmentation. Issues in land records management affect millions of landowners because of poor record – keeping, corruption, and outdated documents. Sampada 2.0 aimed to tackle these issues by streamlining property registration with complete digitization. Unlike Sampada 1.0, Sampada 2.0 includes Aadhaar authentication, e-KYC, GIS (Geographic Information System) mapping, and e-document delivery.

This eliminates the need to visit the sub-registrar’s office. It improves transparency and efficiency and represents a major advance toward Digital India and better governance. Anyone can now obtain an e-stamp at any time and from anywhere using the portal  www.sampada.mpigr.gov.in.    Additionally, the Mobile App offers instant access to guidelines for any location in the state, launched in October 2024, Sampada 2.0 has processed over 21,000 registrations and 10,000 e-stamps, with more than 70% completed in under 10 minutes, though about 4,200 took longer than 16 minutes. Its GIS verification, Aadhaar e-KYC, and video KYC features earned it the 2025 National e-Governance Gold Award.

Mobile App developed by Madhya pradesh MAP (IT) is secure paper less platform for  e – registration and e – stamping of property . It integrates Addhar  linked e-sign, GIS-based property verification, and real-time access to location-wise guideline rate for users .The app does not collect personal data of users  using camera and location access only to verify properties and authenticate transactions. Its features includes a built-in Sampada Wallet for payments, QR code scanning for e-stamp verification, and seamless coordination with government databases, making property transactions faster, more transparent, and citizen-friendly.

Sampada 2.0 has had a transformational impact on property registration and public service delivery in Madhya Pradesh. Here’s a breakdown:

1. Faster and Effective services

Sampada 2.0 ensures faster mutation via cyber Teshil integration and real-time access to e-stamps, property records, and market guidelines.

2. Accessibility for All

Citizens can register from anywhere in the world using the website or mobile app.

3. Transparency and reduced Corruption

Sampada 2.0 streamlines access to property records, and the entire property registration process is paperless, allowing state authorities to track registrations and property transactions live.

4. Time-saving and Efficient

The traditional registration system took 4 to 7 days for registration ,and updating ownership records took weeks and months and also included visits to the registrar’s office. With Sampada 2.0, the entire process can be completed within 24 hours without visiting the office.

5. Security and Trust

Sampada 2.0 authenticates ownership securely with the help of digitization and reduces the chances of fraud with the help of video KYC. Prevents impersonation and forgery. Citizens and financial institutions now trust land records more,  as it  ensures precise property identification and real-time data integration across land records; this not only enhances accuracy but also protects against fraudulent alterations. As a result, citizens and financial institutions now place greater trust in land records, facilitating confidence in loans  and dispute resolution. 

6. Economic & Developmental Impact

An efficient and transparent registration process boosts trust of buyers and Streamlined e-stamping and guideline rates lead to an increase in stamp duty collection and attract investors.

7. Recognition and Replication

Sampada 2.0 is recognized by the government of India and has been honored with the Gold Award in the 2025 National e-Governance Awards. It is being considered as a model for replication in other Indian states.This is done through data digitization drives, where legacy paper-based records are scanned, verified via video KYC and Aadhaar-linked authentication, and then synced with the  Sampada 2.0 database. Once uploaded, these records become accessible on the mobile app and web portal, enabling owners to manage, verify, and share their property details securely without repeated physical visits.

Success Stories of Sampada 2.0

Surendra Singh Chakrawat, based in Hong Kong, shared that he successfully registered a power of attorney for property in Ratlam remotely, using Sampada 2.0. And another case is where a 78-year-old woman, Dr. Shakti Malik, residing in Delhi, expressed satisfaction with the new system, stating that “what I used to travel to Ratlam for, I could now do from Delhi.” Another user, Vishnu Prasad Basainya from Guna, described the process as “online and more streamlined than before,” while Ankita mentioned she “completed the registration quickly and efficiently” with instant document delivery.

These voices reflect the user’s trust, satisfaction, and credibility of the system.

Operational Bottlenecks

  1. Limited digital infrastructure and digital literacy with low and unstable internet connection may limit adoption in particularly rural areas and older citizens. 
  2. Old paper-based records may have inconsistencies, incomplete data, or disputed ownership,  which would lead to slowing down of  digitization of records . 
  3. Digitisation of property records , which is sensitive data in terms of ownership and identity records . it would be under direct threat of hacking , and phishing frauds . 

Way forward

  1. To make the platform accessible, the government  can set up small kisoks in rural areas , under panchayat to facilitate registration process for those who are unfamiliar with digital interface and have no internet access .
  2. Use of AI can be incorporated to cross verify the records and resolve record mismatches.
  3.  Targeted digital literacy drives should be launched in partnership with local governance bodies to train citizens in using Sampada 2.0’s platforms
  4. Strengthening cybersecurity protocols through blockchain-based transaction logs and multi-factor authentication will enhance trust. 
  5. Lastly, regular stakeholder engagement,and incorporating user feedback  associated with banks, notaries, and real estate professionals, can foster smoother adoption of the platform among citizens . 

Conclusion

Sampada 2.0 marks a paradigm shift towards digital India and good governance in India. It replaces the outdated, slow process of property registration with a transparent and efficient process that can be accessed by anyone and from anywhere with Sampada 2.0. Sampada 2.0 not only enhances the ease of doing business but also restores public trust in land and property systems.

As other states look toward digitizing their land administration frameworks, SAMPADA 2.0 offers a proven, award-winning model. It is more than a digital platform—it is a blueprint for modern governance in the 21st century.
